We often refer to people "falling through the cracks", but when it concerns a five-year-old girl who is now dead, that phrase takes on a whole new meaning.

I'm referring to the case of Anna Celeste Lowe. As you recall, Anna Celeste died last month. Police believe she was murdered and her step mother and father (biological) are facing charges.

It also appears critical communication failed to take place that might have prevented this tragic event. In the weeks and months leading up to the child's death investigators, case workers and the courts were all involved in one way or another in the well being of the five-year-old.

All that oversight didn't save her life. Why not?

An internal investigation is now underway by the Department of Children and Family Services, but I suggest it's important for an independent, outside evaluation to take place.

There is currently no mechanism for that to happen.

Lawmakers need to take a close look at this. An oversight commission that scrutinizes children's services is something we need.

I'm James Smith.
